A stall is not an empty minute. It is two athletes refusing the grip the other one wants.

There is a kind of minute in a bout where nothing is touching and the arena gets restless. Passivity is the referee's name for that minute. It is not a moral judgment. It is a clock, and then sometimes a point, and in Greco sometimes an order to go to the mat.
Look at the feet before you blame anyone. A wrestler who circles with a purpose is still in the match. A wrestler who takes a step back every time a hand arrives has chosen the line over the tie. The rulebook will eventually agree with your eyes, or it will not. Your eyes were earlier.
This is the least spectacular still on the desk, which is why it is here. Film rooms fill up with throws. Matches fill up with the thirty seconds when nobody wanted to be the one who moved first.
